La presente ley empezará a regir a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias en especial el artículo 13 del decreto legislativo 0272 de 1957, el decreto 151 de 1957, la ley 60 de 1968, el decreto 1633 de 1985, el decreto 2168 de 1991, el decreto 2154 de 1992, los artículos 23, 24, 25 y 37 del decreto 2152 de 1992, el decreto 1269 de 1993 y modifica el artículo 19 del decreto 2131 de 1991 y el artículo 4º del decreto 2152 de 1992.
