De conformidad con lo dispuesto en el artículo 1. de la Ley 7º de 1944, las "Actas Finales de la Conferencia Mundial de Radiocomunicaciones" (CMR-95) reunida en Ginebra del veintitrés (23) de octubre al diecisiete (17) de noviembre de mil novecientos noventa y cinco (1995), que por el artículo 1. de esta ley se aprueban, obligarán al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de las mismas.
