El ingreso a la Carrera se hará en el grado correspondiente al cargo desempeñado en propiedad para la época del concurso, según los escalafones aquí establecidos y en la especialidad de aquel. Quien ejerza cargo con funciones mixtas o heterogéneas indicará en su solicitud de ingreso la especialidad de su preferencia.
