El presente Decreto rige a partir de la fecha de su promulgación, deroga en su integridad los Decretos 2147 de 1985, 965 de 1988, 873 de 1991,1693 de 1991, 2669 de 1991, 662 de 1992 y 898 de 1993 y las demás disposiciones que le sean contrarias.
