Articulo 31. Señalase al Gerente General, como atribución especial, velar porque la Empresa cumpla adecuadamente el objeto y finalidades económico-sociales, dentro del estricto espíritu nacional que informa el servicio público a que está destinada, sin per mil ir que se desvirtúe en forma alguna el carácter rigurosamente técnico y comercial que debe tener y conservar en su organización.
