Autorizase al Gobierno para que contrate dentro del país o fuera de él, con personas naturales o jurídicas, de derecho privado, un empréstito o empréstitos hasta por cien millones de dólares o veinte millones de libras esterlinas oro, destinados a la construcción y desarrollo de las vías férreas, al mejoramiento de los puertos y a las principales vías fluviales de la Nación.
