El Instituto Colombiano de Bienestar Familiar, en desarrollo de sus programas preventivos y de protección, prestará asistencia prioritaria a los menores de edad que hayan quedado sin familia o que teniéndola, ésta no se encuentre en condiciones de cuidarlos por razón de los atentados terroristas a que se refiere el presente Título. El Gobierno Nacional apropiará los recursos presupuestales al Instituto Colombiano de Bienestar Familiar para el desarrollo de este programa.
