Artículo quinto. Corresponde a los empleados dependientes del Ministerio de Obras Públicas, del Consejo Administrativo de los Ferrocarriles Nacionales, y de la Comisión Organizadora de la IX Conferencia Internacional Americana, preferentemente, velar porque los elementos que se transporten libres de fletes en los ferrocarriles nacionales en virtud de las disposiciones del presente Decreto, se destinen a los fines expresados.
