Para dar cumplimiento a esta Ley, se destina la suma de doscientos veinte mil pesos ($ 220.000.00). Si el Congreso no la incluyere en el Presupuesto Nacional, el Gobierno quedará facultado para abrir los créditos o hacer los traslados que fueren necesarios.
