Art. 64. El Ministerio de Hacienda, si fuere necesario pura la debida organización de las rentas de que trata este Decreto, podrá crear una sección especial para que las atienda, y queda autorizado para fijar los sueldos y demás gastos que demande tal creación, y para dictar, los reglamentos á que haya lugar.
