Autorízase por una sola vez, a la Lotería del Libertador de la ciudad de Santa Marta, para que organice un sorteo extraordinario en la fecha de la conmemoración de la muerte del Libertador Simón Bolívar. La utilidad que se obtenga de este sorteo será destinada a la terminación y dotación del Hospital Central de Santa Marta.
