Tan pronto como sea sancionada esta Ley, el Gobierno procederá a ordenar la ejecución de los estudios técnicos necesarios para la realización de la obra a que se refiere el artículo anterior. Una vez terminados los estudios se procederá a la construcción de la obra como se determina en el artículo siguiente.
