Convócase una Asamblea Constitucional, que deberá reunirse en Bogotá, D. E., por el término de un año contado a partir del día 15 de julio de 1978, para que como organismo derivado del Congreso en su calidad de Constituyente, reforme la Constitución Política exclusivamente en las siguientes materias:

a)

En lo relativo a la Administración Departamental y Municipal de que tratan el Título XVIII y las demás disposiciones relacionadas con éste, contenidas en otros títulos, entre ellas las de los Artículos 5.º, 6.º, 7.º, y 199.º; y,

b)

En lo concerniente al Ministerio Público, Consejo de Estado, Administración de Justicia y Jurisdicción Constitucional de que tratan los Títulos XIII, XIV, XV y XX, y las demás disposiciones relacionadas con ellos, inclusive el Artículo 12 del presente Acto Legislativo.
