Condiciones generales de los avalúos. En la práctica de un avalúo se deben observar las normas técnicas específicas que correspondan a los recursos o hechos que constituyan el objeto del mismo, según lo establecido en el Capítulo II, Sección I del Decreto 2649 de 1993 y demás normas que lo adicionen, modifiquen o sustituyan, así como la reglamentación especial que les sea aplicable. El avalúo debe prepararse de manera neutral y por escrito. Debe presentar el valor discriminado por unidades o por grupos homogéneos.
