Procedimiento administrativo común y principal. Las actuaciones administrativas se sujetarán al procedimiento administrativo común y principal que se establece en este Código, sin perjuicio de los procedimientos administrativos regulados por leyes especiales. En lo no previsto en dichas leyes se aplicarán las disposiciones de esta Parte Primera del Código.
