Art. 2º. Se autoriza ampliamente a los Consejos municipales de los Distritos agraciados para que reglamenten la distribución entre los pobladores de los terrenos cedidos, sin quebrantar las disposiciones del artículo anterior. Además, dispondrán que a los descendientes legítimos de Don José Joaquín Ruiz, cuando concurran al repartimiento, con derecho, se les asigne una porción doble de la que les correspondería si no tuvieran esa calidad.
