Artículo cuarto. Cuando los préstamos de que trata el artículo 1º del Decreto-ley número 0198 de 1957, no fueren aplicados a los fines para que fueren solicitados, el prestatario perderá el derecho a redescuento de sus obligaciones en el Banco de la República, por un período de dos años.
