Art. 143. Las visitas periódicas de las oficinas de Hacienda se practicarán en los cinco primeros días de cada mes, y por los funcionarios siguientes: por el director de la contabilidad general, en las oficinas de la capital de la República; y en las de fuera, por la primera autoridad política del lugar en donde funcionen.
