El presente Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial el Decreto 128 de 1988, a excepción de los artículos 8º y 9º y, modifica en lo pertinente los artículos 2º y 6º del mismo, y surte efectos fiscales a partir del 1º de enero de 1989, salvo lo dispuesto en el artículo 9º del presente Decreto.
