Corresponde al Gran Consejo Electoral hacer el escrutinio general de los votos emitidos en las Circunscripciones, tomando por base las actas válidas, de acuerdo con la ley, de los escrutinios parciales verificados por los Consejos Escrutadores de los Distritos Electorales; y participar el resultado al Congreso, al Poder Ejecutivo y al ciudadano electo.
