Cuando el Gobierno lo considere necesario, para evitar indebidas especulaciones, podrá ejecutar importaciones directamente o por medio de contratos, en los cuales se asegure un precio equitativo para los artículos objeto de la importación.

Se exceptúa de esta autorización la importación de productos agrícolas.

Parágrafo

Autorizase igualmente al Gobierno para dictar las medidas necesarias, a fin de establecer el control de los arrendamientos de las habitaciones y locales urbanos.
