Con base en los recursos de que trata el artículo anterior, ábranse los siguientes créditos en el Presupuesto General de la Nación para la vigencia fiscal del año 2004, en la suma de un billón seiscientos tres mil veinticuatro millones setecientos sesenta y un mil trescientos noventa y un pesos moneda legal ($1.603.024.761.391) según el siguiente detalle:
