El Gobierno al señalar el margen y porcentaje, indicados en el artículo anterior, oirá previamente a las asociaciones o federaciones de los distribuidores minoristas y a los representantes de las distribuidoras mayoristas, sobre los elementos de juicio que se deban tener presentes al momento de ese señalamiento.
