Garantía de autonomía de las entidades territoriales. Para asegurar los derechos que corresponden a las entidades territoriales, cuando se trate de recursos o ingresos ordinarios, que a ellas pertenecen, no podrán, durante la Conmoción Interior, afectarse en forma alguna, salvo lo dispuesto por normas constitucionales. Ello no impide, sin embargo, que puedan establecerse especiales controles, en la administración de los recursos de las entidades territoriales.
