La actividad del Ministerio se ejerce por disposiciones supremas que pueden ser decretos firmados por el Presidente de la República y Ministro de Guerra o por Resoluciones Ministeriales que llevarán solamente las firmas del Ministro y Secretario, según el caso. Para el funcionamiento y desarrollo de los negocios, el Ministerio se constituye en Departamentos y Secciones Independientes, cuyas denominaciones, composición y funciones se determinarán por decreto especial.
