Con base en el anteproyecto de distribución de cuotas de inversión y el anteproyecto de distribución de las cuotas para funcionamiento, el Secretario de Hacienda someterá a consideración del gobernador, antes del 15 de agosto, el anteproyecto de presupuesto para el ejercicio fiscal siguiente.
