El direccionamiento estratégico de la Política Nacional de Consolidación Territorial será responsabilidad del Consejo de Seguridad Nacional. El Gobierno Nacional creará y fortalecerá los mecanismos institucionales de gerencia y coordinación civil del orden nacional y regional para su implementación, aprovechando y fortaleciendo las capacidades del Centro de Coordinación de Acción Integral de la Presidencia de la República (CCAI) y sus Centros de Coordinación Regionales (CCR).
