Son funciones del Secretario General: 1ª. Asistir a las sesiones del Consejo Directivo y extender las actas correspondientes. 2ª. Presentar al Gerente General los asuntos que a éste corresponda resolver. 3ª. Auxiliar al Gerente General en las labores del Instituto, conforme a las instrucciones que de él reciba. 4ª. Conceder a los empleados permiso hasta por una semana para dejar de concurrir al trabajo. 5ª. Controlar la asistencia y disciplina del personal administrativo del Instituto. 6ª. Vigilar la Sección de Archivo y Correspondencia del Instituto. 7ª. Procurar la marcha armónica de los Departamentos entre sí y servir de intermediario entre el Gerente y los Jefes de Departamento; entre estos y el público en general, y las demás que le asignen los reglamentos y el Gerente General.
