ARTICULO 70. El Consejo Económico y Social podrá hacer arreglos para que representantes de los organismos especializados participen, sin derecho a voto, en sus deliberaciones y en los de las comisiones que establezca, y para que sus propios representantes participen en las deliberaciones de aquellos organismos.
