La renuncia que hagan las instituciones de utilidad común a que se refiere el artículo 3°. de esta Ley, al derecho de cobrar los auxilios decretados por leyes, ordenanzas o acuerdos, no impide el derecho de inspección y vigilancia que corresponde al Gobierno sobre tales instituciones, ni exime a éstas del cumplimiento de las obligaciones que les impongan las leyes o decretos que regulan el ejercicio de ese mismo derecho.
