°. Modifícase el artículo 8° del Decreto número 1117 de 2013, el cual quedará así: “ Artículo 8°. Los institutos de fomento y desarrollo de las entidades territoriales que no hayan reunido los requisitos previstos en el artículo 1° del presente Decreto a 30 de noviembre de 2014, deberán someterse al Plan Gradual de Ajuste de que trata el artículo siguiente, con el fin de continuar administrando los excedentes de liquidez de las entidades territoriales y sus entidades descentralizadas”.
