Artículo quinto. Comisiónase a la Junta Directiva del Instituto Caro y Cuervo para que elabore las demás disposiciones estatutarias de la Orden en cuanto a funciones del Consejo, insignias, condiciones requeridas para recibir esta condecoración, penas y demás disposiciones pertinentes. Esta reglamentación deberá ser aprobada por decreto ejecutivo.
