Políticas Agropecuarias. El Gobierno Nacional ajustará la política agropecuaria a los lineamientos, programas y mecanismos contemplados en el presente Plan de Desarrollo, buscando establecer mecanismos adecuados de protección al sector. Atención especial se dedicará a la evaluación del mecanismo de bandas arancelarias y a las distorsiones que se han generado en el mercado andino. De la misma forma se reorientará la política de subsidios a la producción y al crédito para apoyar la reconversión y desarrollo de nuevos cultivos.
