° Con cargo a los dineros que entregue el Gobierno Nacional, en cumplimiento a lo mandado por la Ley 96 de 1962, o a los que anticipe el Instituto para tal fin, éste podrá adelantar programas de vivienda con la ayuda financiera de otras entidades, con destino a los periodistas, o conceder préstamos para la construcción de viviendas a quienes sean propietarios de lotes urbanos aptos para la construcción de vivienda.
