Artículo 2.3.3.3.21. Adopción de herramientas gerenciales. En el manejo de los excedentes de liquidez las entidades estatales a que se refiere el presente Capítulo, deberán adoptar herramientas gerenciales, entre las cuales darán prioridad a la implantación y utilización permanente del flujo de caja para la toma de decisiones, y en estas deberá primar la atención de los compromisos derivados del desarrollo del objeto de cada organismo, frente a la generación de excedentes para realizar operaciones de tesorería.
