° Mientras se principia la construcción del ferrocarril Tumaco-Ipiales-Pasto, la Junta se reunirá siempre que el Ministerio de Obras Públicas la convoque. Cuando se entre de Heno en la construcción de dicha vía, la Junta se reunirá por lo menos un día en la semana y todas las veces que el Ministerio de Obras Públicas lo crea conveniente.
