Art. 2.º Créanse dos arsenales i astilleros nacionales, uno en el puente de Cartajena, i otro en el puente de Panamá, i se contratará para organizarlos i administrarlos, el servicio de profesores i maestros competentes; se harán los nombramientos del caso, dentro o fuera de la República, según lo exijan la circunstancias.
