La Nación por intermedio del Instituto Nacional de Fomento Municipal, continuará hasta su total terminación la construcción de obras del acueducto y alcantarillado de la ciudad de Santa Marta, ordenadas por las Leyes 24 de 1932 y 31 de 1936, para la cual destina la suma de dos millones de pesos ($ 2.000.000.00) anuales, hasta que tales obras, al juicio del mismo Instituto, queden completamente terminadas y en servicio. La apropiación anterior comenzará a hacerse efectiva a partir de la vigencia fiscal del año de 1961 inclusive.
