El Fondo Cooperativo Nacional, creado por el Decreto-ley 1460 de 1940, iniciará operaciones con la suma de $ 70.00, que el Ministerio de la Economía Nacional girará a favor del Tesorero General de la República y con cargo al capítulo 54, artículo 744, del Presupuesto Nacional vigente, para que con esta suma y las demás partidas que eventualmente destine el Gobierno Nacional al mismo objeto, dicho funcionario abra en la Tesorería la cuenta especial del "Fondo Rotatorio Cooperativo Nacional."
