Remitido el expediente por apelación o consulta al Tribunal Superior Militar, el Magistrado permanente de que trata el artículo 21, que es siempre el sustanciador, dentro de las veinticuatro horas siguientes dispone que se pase en traslado al Fiscal hasta por el término de diez días.
