La organización del Escalafón Nacional del Magisterio de Enseñanza Primaria estará a cargo de una Junta Central, que funcionará anexa al Ministerio de Educación, integrada por los Directores Nacionales de Educación Primaria, de Educación Vocacional y de Educación Normalista; por la Directora del Instituto Pedagógico Nacional, por un delegado de la Curia Primada y por dos representantes que elegirán las organizaciones de profesores, sindicales o nó. La Junta Central unificará y supervigilará la organización nacional del Escalafón, y conocerá en segunda instancia de las decisiones tomadas por las Juntas Seccionales.
