Art. 23. Los Administradores departamentales de Hacienda prestarán, antes de entrar en ejercicio de sus funciones, una fianza hipotecaria, prendaría ó personal, á juicio y satisfacción del Gobernador del Departamento, por la suma de cinco mil pesos. Se exceptúa de esta disposición el Administrador departamental del Magdalena, cuya fianza será sólo de tres mil pesos.
