Tan pronto como el servicio de aguas en la capital de la República lo permita, el Gobierno hará construir en dicha ciudad baños públicos debidamente distribuidos. Se destina para este fin hasta la suma de sesenta mil pesos ($ 60,000). Los baños habrán de ser de albercas y de duchas.
