Desde la sanción de la presente Ley queda prohibido a los Departamentos y a los Municipios establecer impuesto en forma de pontazgo, aduanilla o alcabalas, o cualesquiera otros similares que graven el transporte de los artículos alimenticios. Parágrafo. Esta disposición no se aplicará en los Departamentos o Municipios que tengan comprometidas estas rentas en contratos de préstamo o de otra clase, sino una vez que dichos contratos queden legalmente terminados.
