Artículo tercero. Autorizase a los doctores Douglas Botero Boshell, Embajador de Colombia en Washington y José Cepero Samper, Cónsul General de Colombia en New York para que conjunta o separadamente, firmen o presenten como "Agentes Autorizados" y como representantes del Gobierno de la república de Colombia, a declaración de registro según el acta de valores de 1933 y el Acta de Intercambio de valores de 1934 y realicen todos los actos y gestiones en que el futuro sean necesarios para la legalización de la emisión y colocación de los bonos.
