El Inspector de Personal y Director de la Policía Fiscal del Ministerio de Hacienda y Crédito Público, como funcionario de instrucción, podrá iniciar y adelantar, hasta ponerlos en estado de calificación, cualesquiera sumarios por contrabando a la renta nacional de aduanas, y tendrá facultad para fallar en una sola instancia aquellos casos cuya cuantía no exceda de cincuenta pesos ($ 50) moneda legal.
