º El artículo 2º del Decreto 3227 de 1982, quedará así: "Artículo 2º A partir del primero de enero de 1992, ninguna persona podrá ser propietaria, directamente o por interpuesta persona, de más del veinte por ciento (20%) del capital suscrito y en circulación de una institución financiera. Para tal efecto, deberá cumplirse un programa de democratización gradual, en los términos del presente Decreto".
