Los Departamentos, por conducto de los Gobernadores, podrán: contratar empréstitos, dentro o fuera del país, con destino a obras de reconocido interés público. Las Asambleas, al autorizar la contratación de un empréstito, indicarán cuáles obras llenan este requisito. Los respectivos contratos de empréstito, cuando éstos sean externos necesitan para, su validez, la aprobación del Presidente de la República, previo dictamen del Consejo de. Ministros.
