La Resolución 51 de 1991 del Consejo de Política Económica y Social, CONPES, las normas que la hubieren modificado y las que en el futuro la modifiquen, sustituyan o complementen, constituyen el Estatuto de Inversiones Internacionales del país, el cual comprende el régimen de inversión de capital del exterior en el país y el régimen de las inversiones colombianas en el exterior.
