El Banco de la República podrá hacer préstamos directos a un plazo máximo de ciento ochenta días y hasta por un millón de pesos ($ 1.000.000) al Consejo Administrativo de los Ferrocarriles Nacionales con garantía de Bono de los Ferrocarriles, y por el cincuenta por ciento (50%) del valor nominal de los bonos dados en garantía, sin que tales prestamos afecten el cupo legal del Gobierno en el Banco de la República.
